| runvouch_alerts | Open (un-acknowledged) alerts: MISSED, FAILED, NO_EVIDENCE, BUDGET_RUN, BUDGET_DAY, RETRY_STORM, DRIFT, STALLED. |

| runvouch_run_start | Report that a run of `agent` started. Returns run_id. |
